Dilema Akselerasi Mutu dan Kerapuhan Administratif: Evaluasi CIPP Manajemen Sarana Prasarana Pesantren

Abstract

This study aims to evaluate the facilities and infrastructure management at the Birrul Ummah Tegalrejo Islamic Boarding School using the CIPP (Context, Input, Process, Product) evaluation model. A descriptive qualitative method was employed, utilizing in-depth interviews, structured observations, and documentation involving the head of the school, administrators, teachers, and students. The findings reveal a governance contradiction across all evaluation dimensions. In the context aspect, management is driven by a surge in student enrollment (319 students) and modernization demands. However, the input aspect shows structural limitations, including fluctuating budgets without dedicated sinking funds, the absence of formal planning documents (RKT/RIP), and a lack of certified technical administrators. These constraints impact the process aspect, where asset procurement and maintenance operate reactively and spontaneously based on verbal complaints without Standard Operating Procedures (SOPs). Consequently, the product aspect shows that these limitations trigger spatial crowding, which reduces learning thermal comfort, and creates functional imbalances where existing facilities only optimize traditional religious memorization but fail to facilitate science and technology learning. The study concludes that despite administrative and financial vulnerabilities, organizational stability is maintained through the optimization of spiritual-cultural capital (ro'an tradition and khidmah doctrine) as a compensatory value. This study recommends management hybridization through written SOPs and asset inventory digitalization to ensure sustainable pesantren infrastructure quality.
