Integrasi Industri Pangan Halal dan Keuangan Syariah di Indonesia: Akselerasi Ekosistem melalui Kebijakan Strategis

This study aims to analyze the integration between the halal food industry and Islamic finance in Indonesia, identify structural barriers that hinder its effectiveness, and formulate strategic policies to accelerate the national halal ecosystem. Using a qualitative descriptive approach through systematic literature review (SLR) and content analysis of academic publications, government policy documents, and international institutional reports from 2021-2026, this study finds that the halal food sector dominated by MSMEs comprising more than 60% of industry actors faces structural constraints rooted in dysfunctional Islamic financial intermediation and cross-sectoral policy fragmentation. The failure of intermediation is evidenced by Islamic finance remaining concentrated in consumptive rather than productive halal sectors, while fragmented regulations among BPJPH, OJK, and related ministries create systemic bottlenecks. Compared to Malaysia, which has achieved integrated halal ecosystem governance through HDC, JAKIM, and MIFC, Indonesia lacks an explicit regulatory framework connecting Islamic banking to halal certification processes. In response, this study offers a Integrated Strategic Blueprint consisting of four simultaneous pillars: (1) cross-sectoral policy harmonization under KNEKS coordination; (2) expansion of inclusive capital through Islamic social finance instruments zakat, waqf, and Cash Waqf Linked Sukuk (CWLS); (3) digitalization via Islamic fintech and blockchain-based halal supply chain traceability; and (4) systematic halal and Islamic financial literacy enhancement. This blueprint contributes theoretically to the halal ecosystem concept and practically serves as a policy reference for government, industry, and Islamic financial institutions.
